On December 22, 2017, the National Development and Reform Commission released a notice on the Price Policy for Photovoltaic Power Generation Projects in 2018. In the latest version, national government granted a subsidy s of 0.37 CNY for each kWh for distributed solar PV electricity.
Residential distributed photovoltaic (PV) generation is regarded as a viable solution to improve energy security and reduce greenhouse gas emissions. Compared to traditional large-scale PV generation, it requires little space with low installation cost and can reduce electricity transmission loses significantly (Zhang et al. 2015).
According to a notice issued by the NEA (National Development and Reform Commission, 2021, National Development and Reform Commission, 2022), for new PV projects, the central government will not offer subsidies and will implement grid parity.
On June 1, 2018, National Development and Reform Commission, Ministry of Finance, and the Energy Bureau issued another notice on solar PV generation. It declared to decrease the subsidy of electricity generation from distributed solar PV by 0.05 CNY/kWh. Besides, the on-grid electricity price is also decreased by 0.06 CNY/kWh.
In October 2017, the National Development and Reform Commission and the National Energy Administration jointly issued a notice on Piloting the Market-based Trading of Distributed Generation, which states a plan to build trading platforms of distributed solar PV electricity. A network fee of 0.15 CNY/kWh is to be levied.
